Contraband Arrests at GDC Facilities
**MORE THAN 706 CIVILIANS AND 153 STAFF MEMBERS HAVE BEEN ARRESTED TO DATE FOR ATTEMPTING TO INTRODUCE CONTRABAND INTO GDC FACILITIES.**
1) On March 25, 2014 at Rogers State Prison, an officer found 3 packages on the property containing the following; 117 small packs of tobacco, two cans of tobacco, five (1) gallon zip lock bags of tobacco, three rolls of black tape, and one roll of gray duct tape. At the time of this contraband discovery, another officer noticed a suspicious person outside the convenience store across from neighboring facility, Georgia State Prison. Rogers SP staff was notified of the suspicious person and upon their arrival to the convenience store they contacted the Tattnall County Sheriff's Office for assistance. The suspicious person, Charles Livingston was questioned. Livingston admitted to dropping the contraband on Rogers SP property and was arrested by the Tatnall County Sheriff's Office.
2.) On March 24, 2014, officers identified a suspicious vehicle riding near the grounds of Washington State Prison. The vehicle pulled into the parking lot of Washington SP and the vehicle description and tag number were sent to the Washington County Sheriff's Office. On March 25, Washington County Sheriff's Office stopped the same identified vehicle on a road near the prison for driving on a suspended license. The driver of the vehicle, Kenneth Michael Whitt and passenger Susan Blaire were questioned by Washington County Sheriff's Office upon finding a piece of paper in their vehicle indicating their involvement in a contraband drop of cell phones. Blaire admitted that they had the contraband in their motel room and that it was to be dropped at Washington SP. Upon further investigation, Blair stated that they had magnets to stick under the state pick-up truck to hold the cell phones, and that Whitt also had methamphetamine and cell phones in their hotel room. A search of the hotel room was conducted and the following items were found; eight cell phones, eight phone chargers, two Ziplock bags containing an undetermined amount of methamphetamine, two pipes, one scale, an undetermined amount of marijuana and one magnet. Blair and Whitt were arrested by the Washington County Sheriff's Office.
3.) On March 24, 2014, a civilian observed a man, Marcus Lackey, attempting to drop contraband in the area of a Dooly State Prison work detail site. The civilian yelled to Lackey and Lackey fled. The civilian released catch dogs after Lackey and he dropped to the ground. The civilian notified the Dooly County Sheriff's Office and held onto Lackey until Officers arrived. Dooly County deputies arrested Lackey and his partner, Bliss Brown, for possession of 50 grams of methamphetamine, 50 grams of marijuana, 90-100 bundles of tobacco and rolling papers.
