New North Area Field Operations Manager Named - Carl Humphrey Reassigned

FORSYTH, Ga. Georgia Department of Corrections Commissioner Brian Owens announced the appointment of Carl Humphrey as Field Operations Manager of the North Area Region effective July 1, 2014. As North Area Field Operations Manager, Humphrey will provide operational guidance, coaching and mentoring to the Wardens and Superintendents under his jurisdiction. 

“Carl has shown tremendous dedication to the Department in the past 30 years,” said Commissioner Brian Owens.  “His leadership and wealth of knowledge will continue to serve him well in his new position.”

Humphrey began his career with the Department of Corrections in 1984 as a Correctional Officer at Georgia State Prison. In 1987, Humphrey transferred to Coastal State Prison to serve as a K-9 Handler. In 1989, he was promoted to Public Safety Training Instructor at Coastal State Prison and Georgia State Prison. Humphrey was promoted in 1993 to Lieutenant at Smith State Prison and to Captain in 1996 at Johnson State Prison. In 1997, Humphrey was appointed to Assistant Superintendent of Emanuel Probation Detention Center. The following year, he was promoted to Deputy Warden of Security of Rivers State Prison. In 1999, Humphrey was promoted to Warden and has served in that capacity at Rutledge State Prison, Autry State Prison, Ware State Prison, Burruss Correctional Training Center, Baldwin State Prison, and Georgia Diagnostic & Classification Prison. In 2013, Humphrey was promoted to Field Operations Manager of County Prisons, where he most recently served.

Humphrey is a graduate of Swainsboro Technical College and Brewton Parker College. During his career with the Department, he has completed Basic Correctional Officer Training, Basic Management Training, Corrections Leadership Institute, Professional Management Program, NIC Training for Wardens, and Warden's Pre-Command. Humphrey is also a POST IT certified and a Firearms Instructor.

The GDC has one of the largest prison systems in the U.S. and is responsible for supervising nearly 55,000 state prisoners and more than 160,000 probationers. It is the largest law enforcement agency in the state with approximately 12,000 employees.
