New Deputy Warden Named at Burruss Correctional Training Center

Louis “Troy” Speights Promoted

FORSYTH, Ga. – Georgia Department of Corrections (GDC) Commissioner Gregory C. Dozier announced the promotion of Louis “Troy” Speights to Deputy Warden of Administration at Burruss Correctional Training Center (CTC), effective October 1, 2017. As Deputy Warden, Speights will be responsible for overseeing the Business Office, Property/Supply Operations, Maintenance and Food Service departments at the facility located in Forsyth, Ga. Burruss CTC currently houses 800 medium security male offenders consisting of adults, juveniles and a probation boot camp.

“Troy has vast knowledge of both security and administrative protocol that will serve him well in his new position,” said Commissioner Dozier. “We are confident in his ability to successfully lead and excel at Burruss.”

Speights began his career with GDC in 1989 as a Correctional Officer (CO) at Men’s State Prison (SP).  He transferred to Scott State Prison in 1992 in the same capacity. In 1998, Speights was promoted to Accountant Paraprofessional at Scott SP, and was promoted again in 2002 to Business Manager at Bostick SP.  In 2006, he was promoted to Contract Specialist for Risk Reduction Services (RRS) and in 2007, he was promoted to Administrative Operations Manager for RRS. Speights resigned his position in RRS to pursue his college degree. He returned in 2013 as a CO, and later that year, he was promoted to Public Safety Training Instructor 1 at the Georgia Corrections Academy. In 2014, Speights accepted the position of Business Manager at Burruss CTC, where he currently serves.

Speights holds an Associate of Arts in Liberal Arts and a Bachelor of Arts in Criminal Justice, both from Saint Leo University. He has completed the following Departmental training: Basic Correctional Officer Training (BCOT), Supervision 1, 2, and 3, Corrections Leadership Institute (CLI), the Professional Management Program (PMP), Senior POST Instructors Training, and Firearm Instructor training.  He has also received Generally Accepted Accounting Principles (GAAP) Certification and Georgia Certified Purchasing Associate (GCPA) Certification, and is a veteran of the United States Marine Corps.

The GDC has one of the largest prison systems in the U.S. and is responsible for supervising nearly 52,000 state prisoners. It is the largest law enforcement agency in the state with approximately 10,500 employees.
